Peace continues to elude the world despite the occurrences in Gundam Wing. Minor insurgent factions are gradually gaining influence, and individuals who experienced injustices during the war are starting to come out of hiding. Relena, who symbolizes peace and plays an essential role in the reconstruction efforts following the war, is abducted.
